Data residency tells you which country your server is in. Data sovereignty tells you who can actually access what is on it, and under what circumstances.
A server in Germany still hands over its contents if the hosting provider is compelled to. A device seized at a checkpoint gives up everything if the keys are stored on it. Residency is the easy question. Sovereignty is the hard one.
